"Balin's Colony - Year Four: Day Three Hundred Seven" -- for Writing: Code

Summary: A decoded Orc letter worries Balin.  Answering the prompt “Code.”

Foreword! The reader may, if so desired, decode the letter and post results/questions/curses in the comments.  However, since life is short, a link to the decoded letter is provided at the bottom of the drabble.

My code assumes an English language alphabet, although I have strong linguistic objections to that; I didn’t want to complicate matters overmuch.

PS - please bring any mistakes observed to my attention.  I'm way better at creating the code than actually applying it, so I might have some errors.

For consonants, count back two, example B = Y.

The devil’s in the vowels:
Vowels following consonants are decoys, ignore them; only vowels beginning words, following digits, or following other vowels are legitimate.
